Make sure the app is not in the Downloads folder. Current Policy blocks applications from running Javascript and Powershell commands from the downloads folder.
- May need to Right click on the file and select properties. On the general tab at the bottom for security "This file came from another computer and might be blocked to help protect this computer." select unblock. OK.
